Overall aims of the centre
To conduct monitoring research on wetland ecosystems / biodiversity and to establish a database of results.
To organize training programs and steady tours about the conservation of wetlands ecosystems (RAMSAR sites) and community climate change adaptations.
To hold conferences and workshops related to the conservation of wetlands and the protection of bio-diversity.
To develop technical skills for the management of wetlands “RAMSAR Sites” through community management plans involving community site support cooperative groups and to provide technical advice to those requesting it.
To promote and raise public awareness of the conservation and wise use of wetlands and to publish related literature.
To investigate and plan environmentally sound tourism (ecotourism) in wetlands “RAMSAR Sites” and to make this information readily accessible.
To promote the Nile Basin Cooperation and the East African Community through the Lake Victoria Commission in relation to RAMSAR Sites conservation in the basin and to assist in the activities of other sister organizations.
These activities to contribute to government’s programs of wetlands sector strategic plan, Prosperity for All and the Millennium Development Goal of reducing overall poverty and hunger.
Description of the centre
An observation platform over looking the wetland, to the East views the Lake Victoria to the south and south west which forms the habitat, viewing magnificent birds scenery. It shall also serve as an exhibition facility. The facility to house panels to describe the history and flora and fauna of Lutembe wetland as well as ruins of Idd Amin Dada former President of Uganda as he used to enjoy himself at Lutembe beach on display. The three stored observation structure and the roof top to command extensive viewing of the wetland Ramsar site and the Lake Victoria.
Main CEPA work areas
Build a network of local communities, “ramsar site support cooperative groups” for conservation action, working to protect Ramsar sites and threatened ecological bio-diversity sites, within the principals of community management plans.
Play a fundamental role in negotiating, strengthening and consolidating links and partnerships among local community’s authorities, national and international institutions, organizations, concerned with environmental conservation. Contribute in stimulating sustainable development for prosperity through economically viable alternative sources of income that addresses local community’s needs while conserving their natural resources, through community based approaches to climate change adaptation.
Provide an entry point for building community capacity for effective ecological biodiversity conservation, management, monitoring and sound decision making. Contribute in provision and implementation of Bio-rights financial services, a Wetland International initiatives, for developing self-confidence and empowerment thus allowing communities to take control, manage and benefit from their natural resources as well as plan their livelihood improvements through cooperative principles.
Maintaining the conservation and tourism values of the Ramsar sites.
Contribute in establishment of a Wetlands Centre to host research programs to provide scientific knowledge on the economic importance of wetlands. To contribute in supporting the United Nations Framework Convention on Climate Change (UNFCCC) aimed at reducing greenhouse gas emissions.
